Position Information

$34,593.72-$51,890.58/Annually
Plans, organizes and manages the functions of the facility operations programs. Position
involves competing demands, performing multiple tasks, working to deadlines, frequent work
beyond normal business hours, and responding to customer issues. Work is performed both
indoors and outdoors with exposure to all weather conditions, traffic, machinery, dust, chemical
fumes, and noise. Moderate physical work; occasional lifting and carrying items weighing up to
forty-five (45) pounds; includes long periods of standing, walking, and sitting; occasional
crawling, climbing, bending and stooping.
Regular attendance is an essential function of this job to ensure continuity of services. Position
is subject to drug testing in accordance with applicable State and Federal regulations and City of
Las Cruces policies.

MEET ALL THE MINIMUM REQUIREMENTS.

DUTIES AND RESPONSIBILITIES:
· Manages the work order control center to coordinate staff and repairs; manages storage and
retention of necessary records related to building and systems information, operation manuals,
and warranties to train employees and implement and oversee timely maintenance strategies
with appropriate staff and vendors.
· Serves as the primary contact for building-related questions, issues, and complaints to enforce
established procedures, disseminate information, and educate occupants regarding building
systems, functions, and security; ensures efficient operations of building and systems,
monitors utility consumption, processes payments, and maintains appropriate files in
compliance with established guidelines and to meet LEED certification requirements; consults
with other staff to develop and implement sustainable energy management programs.
· Performs routine building and systems inspections, documents findings, facilitates repairs, and
communicates appropriate use of facility with staff to ensure healthy, safe work environments
and efficient use of available spaces; maintains accurate data, reconciles information for
accounting purposes and prepares and presents various special and recurring reports to keep
management informed of issues, concerns, and appropriate benchmarks.

· Supervises assigned staff through appropriate work oversight to plan, prioritize and coordinate
work assignments; meets regularly with staff to discuss and resolve workload and technical
issues; trains, coaches and instructs employees as required to ensure efficient and timely
services are provided; monitors and evaluates performance to meet established goals and
objectives.
· Manages and oversees the functions of property disposal to keep an accurate database of
inventory and facilitate timely availability of property information for the on-line auction;
communicates and coordinates processes with departments to accomplish asset disposal; works
with Motor Vehicle Department to obtain appropriate title paperwork for the transfer and/or sale
of vehicles; manages the motor pool available for staff use to ensure appropriate records are
kept and regular maintenance is scheduled to keep vehicles in clean and safe operable
conditions.
· Manages and monitors operation of security cameras and oversees development and
implementation of the Security Management Program to facilitate safety of staff and building
visitors; manages building access through the use of a centralized key control and electronic
locking systems and maintains accurate database of current users to protect the integrity of
building security systems.
· Manages shipping and receiving functions to provide for a safe and secure environment for
goods; manages mail distribution and related activities for all departments to ensure timely and
proper services are provided; manages various contracts with outside vendors to ensure
appropriate levels of inventory, supplies and services are provided.
· Develops, writes, and manages requests for proposals and formal bid documents to secure
outside contracts for services; manages and monitors expenditures to make recommendations
and assist in the development of budgets; schedules and coordinates regular fire drills for
occupants with Fire and Emergency Services and Risk Management to promote safe and timely
evacuations and evaluate procedures to recommend improvements.
MINIMUM QUALIFICATIONS:
High school diploma or equivalent PLUS five years of experience in facility operations is
required. A combination of education, experience, and training may be applied in accordance
with City of Las Cruces policy.
Valid driver's license is required. Position requires an acceptable driving record in accordance
with City policy.
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of: principles and practices of building maintenance, facility and
systems operations, repair methods, techniques, and requirements to successfully accomplish
established goals and objectives.
Ability to: Read and interpret blueprints, diagrams, sketches and drawings; communicate
effectively orally and in writing; firmly and impartially supervise, coach, counsel, mentor, lead
and direct the activities of staff; research and compile applicable information and maintain
records; review documents and extract relevant information; assess and prioritize multiple
tasks, projects and demands; establish and maintain effective working relationships with
internal and external customers.
Skills in: Delegation and coordination of work; the effective use of a personal computer with
various installed software; preparing and presenting information in a clear and concise manner;
managing competing demands and functions.
